How To: Development Applications

In a nutshell, the size of your project and its potential impact on neighbouring properties are important factors in determining whether you will need a Development Application (DA). A DA is a formal application submitted to the local council for permission to carry out a development, State government bodies may also be involved depending on the proposal. The purpose of a DA is to protect the interests of all stakeholders, such as those who may be affected by the development. 

We can prepare a range of DA documents, including but not limited to:

  • Pre-DA documentation

  • Statement of Environmental Effects

  • Planning Proposals for Rezoning

  • Statement of Heritage Impact

  • Archival Recording

  • Stage 1 - Preliminary Site Investigation (possible contamination)

A DA is required for most types of development, including:

  • Building new structures

  • Adding to or altering existing buildings

  • Demolishing buildings

  • Subdividing land

  • Changing the use of a building or premises

  • Installing signs

  • Earthworks, clearing, and filling

  • Opening a new business

  • Changing the activities of an existing business

  • Making significant changes to a business's fit-outs 

  • Alterations, additions or demolishing a Heritage listed property, a site adjoining a Heritage listed property or in a Heritage Conservation Area

Some types of development may not require a DA, including:

  • Minor, low-impact, or routine developments that are similar to what already exists in the area 

  • Small-impact activities that follow state standards, such as advertising signage, changing the use of a building, or running some types of business from home
